Power On, Ye Clone!

Computer: PowerComputing PowerCenter 132 with Sonnet 375 PCI card, 128mb RAM.
Problem:Computer won't power up when keyboard power key is pressed. I have to press the computer's "on" button, which begins the startup sound, but as soon as it's released, startup halts. I then hit the keyboard power key, and the computer powers up. I worry about frying innnards with all this powering up and powering down.
What I've Tried: Replacing clock battery, zapping PRAM, reinstall of OS 9.
Suspects: Mobo, power supply, monitor?

It might be a pain, but have you tried removing the upgrade?

I've had the upgrade card in for a year and no longer even have the original processor. Is an upgrade card really a possible cause of startup problems?

I had a similar problem with my old PTPro before it died. Before that, though, I was faced with the interesting problem of not being able to turn it off; the power button didn't work, Shut Down acted as Restart, and even if I unplugged the machine, it would turn itself right back on as soon as it was plugged in.
I think it has something to do with the power supply. It's ironic, isn't it; Power's machines had bad power supplies.

I plugged a new power supply into this unit about a year and a half ago. Dang, am I going to have to buy another one?
It makes me wonder if I'm hitting the law of diminishing returns on maintaining an older machine. Come on, everybody, talk me into buying a new G4.
